Legislação sobre Orçamentos Participativos


There are a number of laws that promote and provide a framework for Participatory Budgeting. These are:

  1. The Constitution of 25 November 2010;
  2. The General Code of Local and Regional Authorities;
  3. The National Guide to Participatory Budgeting.

Outstanding Innovations


The involvement of the technical and financial partners of the municipalities in the steering committee of the PB process in order to channel and harmonize their interventions in the different development sectors and to guarantee the effectiveness and efficiency of the investments selected at the end of the different consultations.

For municipalities with several zones (administrative division), two zones are annexed to become a single zone in order to facilitate the implementation of zonal fora. Finally, the use of community radios and social media (WhatsApp) to sensitize and mobilize communities around the PB process, including the diaspora.

Main Trends of PB in the Country During the Pandemic


In Niger, the Participatory Budgeting process has not been suspended because of the pandemic broke out at the end of March 2020 and coincides with the execution of communal budgets, including the mobilization of resources and the progressive realization of priority investments. However, the process was hampered by weak resource mobilization and the failure to hold accountability meetings due to the barrier measures put in place by the government to contain the spread of the pandemic of COVID 19.

As a result, accountability meetings were postponed in some cases and in others were held in reduced numbers or via community radio. Also, with the removal of most of the remaining barriers such as the gathering of people and the holding of meetings, the process of PB 2021 that will be developed in August will not be greatly disrupted by the pandemic even though it must be recognized that many people will be affected by the pandemic.

Additional Information


The Participatory Budgeting approach remains the best option in the management of public affairs at municipal, regional and national level. In Niger, testing and implementation of PB has so far been limited to 50 municipalities out of the 266 in the country. With the local elections that will take place at the end of 2020, the new municipal councils will be in deep need of capacity building, and the support in terms of Participatory Budgeting will be strongly requested by the new local elected officials. So far, the PB remains as an option adopted at the municipality level but the regional and national level has adopted the program budget approach.
