Currently, there is still no specific legislation/regulation of participatory budgeting. State institutions can use or not use this methodology on a voluntary basis.
Outstanding Innovations
Since the country has institutionalized the Local Coordination Structures (SLC, Local Concertation Structure) - to ensure transparency, social accountability and citizen engagement at municipal level, local governments can leverage the SLCs as a platform to discuss and promote Participatory Budgeting processes. Currently, there are 210 operational SLC in the country and most of the commune using PB have SLC.
INITIAL REFERENCE FOR THE ADOPTION OF PB IN THE COUNTRY
PB initiative in Madagascar was inspired by development agencies supporting local governance in the country.

All the PB practices in the country use the same model initially implemented.

Main Trends of PB in the Country During the Pandemic
PB practice in Madagascar is still at a nascent stage. With the confinement measures triggered by the pandemic response, stakeholders’ meeting as part of PB processes are utterly disrupted. Digital tools may be the solution, but the country still has a very low internet access, particularly in rural areas.
