Legislação sobre Orçamentos Participativos


The 2004 law on the General Code of Local Authorities (CGCT) regulates the development of the PB in Burkina Faso with a less restrictive character. The draft revision of this law, not yet adopted, gives pride of place to Participatory Budgeting.

Decree 2019-0575 / PRES / PM / MINEIFD / MATDC on the financial and accounting regime of local authorities introduces the concept of Participatory Budgeting (article 47) as part of the improvement of citizen participation with a non-binding character.

Outstanding Innovations


There really isn’t. Mainly, it concerns the organization of budget policy debates at the level of local authorities.

Main Trends of PB in the Country During the Pandemic


There are none. It is, in theory, earlier than a concrete implementation of Participatory Budgeting. A Participatory Budgeting preparation guide is being updated and validated at national level.

Additional Information


The COVID-19 pandemic has led the Government to postpone the implementation of the new decentralization standards which should have speeded up the adoption of the bill on the general code of local authorities. This threat delaying the implementation of PB regulations in Burkina Faso.
