Legislação sobre Orçamentos Participativos


At the national level, a process was launched in November 2019 to draw up a national reference guide for the implementation of PB. Led by the Ministry in charge of decentralization, this process involves civil society actors and development cooperation agencies that promote the application of the PB in the communes. The provisional version of the document is ready and awaits approval. By the end of this process, the guide is intended to be approved by ministerial order or decree of the Council of Ministers.

Outstanding Innovations


In 2019, six communes (Aplahoué, Djakotomey, Dogbo, Klouékanmè, Lalo, Toviklin) implemented sector-based Participatory Budgeting in favor of OVC (Orphans and Vulnerable Children). During the process, mainly children in this category, supported by state and non-state actors in the sector, mobilized the public at the village, district and commune level to express needs and prioritize them in projects that town halls have agreed to finance in the year 2020.

Processes have been frozen due to restrictions related to the coronavirus pandemic.

Additional Information


Over the past three years (2016 to 2019), 39 Participatory Budgeting experiments have been conducted in 25 Beninese communes:

  1. The communes of Kouandé, Péhunco, Covè, Ouinhi, Zogbodomey, Kétou, Kérou, Allada, Comè and Natitingou were assistance by German Association (GIZ) between 2017 and 2019;
  2. The communes of Athiémé, Boukombé, Dogbo, Ifangni, Adjarra and Ouèssè carried out two experiments within the framework of the PartiCiP program with the NGO ALCRER and the Social Watch Network Benin between 2018 and 2019;
  3. The communes of Sinendé, Pèrèrè, Ségbana and Toffo had in total ten experiments;
  4. The communes of Aplahoué, Djakotomey, Dogbo, Klouékanmè, Lalo and Toviklin have benefited from the support of the NGO RADD, within the framework of the 11th European Development Fund (FED), with a particular experience of PB as an exclusive favor of OVC (Orphans and Vulnerable Children).
