Legislação sobre Orçamentos Participativos


There is no specific legislation on the Participatory Budgeting. Nevertheless, the Congolese constitution of 2015 enshrines a decentralized state in article 1. No. 3-2003 of 17 January 2003 determined the terms of territorial administration.
The Decree No. 2013-280 of 25 June 2013 on the establishment, responsibilities and organization of the Management Committees and Community Development (WMC) are in line with Participatory Budgeting.

Outstanding Innovations


Participatory Budgeting is a little-known approach in Congo Brazzaville. It was tested for the first time by the Concerted Pluri-Actors Program. The few experiences observed in 2019 are NGO initiatives. Here, the innovation relates to the fact that the populations had never been associated with the identification of problems to be resolved urgently and the definition of a vision of development of the community steered by a consultation framework.
