There is Participatory Budgeting legislation in 13 states, including Mexico City.
Outstanding Innovations
The municipality of San Pedro García publishes the results of the Participatory Budgeting processes in the portal datos.gob.mx, the National Government’s open data catalog. In addition to the fact that all the data is public, it includes disaggregated information regarding the amounts allocated to each project and locality, also about the type of projects executed.
INITIAL REFERENCE FOR THE ADOPTION OF PB IN THE COUNTRY
Mexican initiatives were inspired by the Brazilian ones, mainly by the Porto Alegre process.
SUBSEQUENT REFERENCE FOR PB DISSEMINATION
In 2010 the government of Mexico City (formerly called DF) institutionalized the Participatory Budgeting practices that have been carried out by the city halls since the early 2000s. Both, the previous Participatory Budgeting experiences and the institutionalization of these promoted the application of the PB in other states such as Nuevo León, Estado de México and the metropolitan zone of Guadalajara.

- PB have been suspended: 50%
- PB continued to function normally: 25%
- PB have undergone changes/adaptations: 25%
Main Trends of PB in the Country During the Pandemic
Participatory assemblies have been suspended (such as Puebla).
In other cases, the projects elected for this year’s edition are being considered to be postponed in order to use the resources as a response to the pandemic. Some other processes have been announced (Durango) but there is no evidence that they have occurred.
Additional Information
As part of the recommendations made by the health authority, all electoral processes were suspended from April 2020, so some PB experiences planned for this period couldn’t be applied.
