Legislação sobre Orçamentos Participativos


There are legislative texts on which the PBs can be stowed.

Law 2014-451 of 05 August 2014 on general organisation of the administration of territorial collectivities. Title II: Decentralized Administration.

  1. Article 32: Decentralized administration shall be carried out within the framework of local authorities, which are the Regions and the Municipalities. The territorial authorities have the following missions, within the limits of their powers: the organization of collective life in the local authority; the participation of the population in the management of local affairs; the promotion and realization of local development; the modernization of the rural world; the improvement of the living environment; the management of terroirs and the environment.
  2. Article 34: Local and regional authorities shall be freely administered.

Law 2012-1128 of 13 December 2012 on the organisation of territorial collectivities.

  1. Article 32: The meetings of the Councils shall be public.
  2. Article 35: Any inhabitant or taxpayer of a local municipality shall have the right to request, at his or her own expense, communication, without travel, of all or part of the minutes and deliberations of the Councils, the budgets and accounts of the decentralized body and the decrees, with the exception of deliberations taken during a meeting held in camera. No one may publish them without the agreement of the Councils.

Outstanding Innovations

Main Trends of PB in the Country During the Pandemic


In the Ivory Coast context, the Participatory Budgeting process was suspended because the pandemic broke out at the end of March 2020 and coincides with the implementation of communal budgets, in particular the mobilization of resources and the progressive realization of priority investments. Indeed, the implementation of the budgets has been difficult and also, the budgets of the communities have experienced substantial cuts. Also, the process has been hampered by poor resource mobilization and the failure to hold accountability meetings, given the barrier measures introduced by the government to contain the spread of the COVID-19 pandemic. Most forums were not held. However, we hope that with the removal of the remaining barriers, such as the gathering of people and the holding of meetings, the PBs process will resume as early as August.

Additional Information


  1. More and more initiatives on citizen participation promoted by associations and NGOs;
  2. There have been an increasing number of PB experiments developed by local authorities;
  3. The collection of municipal taxes has progressively been carried out electronically;
  4. The PBs as a governance programme defended by candidates in the 2018 local elections in Ivory Coast. Some candidates who have submitted PBs projects are elected as Local Governors;
  5. Ivory Coast aims to become the hub of participatory democracy, hence the organization of international seminars such as the PAGOF regional seminar in 2019, Francophone Conference on Open Data (CAFDO) in 2019 and the International Observatory Participatory Democracy (OIPD) in 2021.
