There is no specific legislation. However, in the last 6 years through the Municipal Regulations of Citizen Participation the possibility to “propose” citizen initiative projects for their integration into the Ordinary Municipal Budget has been controlled. In 2018, the Bill 17852 called “System of Participatory Planning and Municipal Budgets” was filed in the Legislative Assembly. This bill sought to modify the Municipal Code in order to encourage citizen participation in decision-making processes associated with the allocation of public resources. The current guiding frameworks regarding Participatory Budgeting are the Constitution of Costa Rica (November 7, 1949. Articles 169 and 170), the Municipal Code (April 30, 1998 and updated in March 2013. Articles 4, 5, 57 paragraphs b-c-e).
Outstanding Innovations
In 2019, the non-governmental organization PIC - Citizen Integration Platform - developed the project “I tell, I participate, I decide”, with the support of the OEA - Organization of American States24, making available to the canton of San Ramón the digital tool “ÁgoraPIC” for the co-creation, elaboration, prioritization of community projects and its audit and impact measurement through the creation of indicators in Open Data format.
