Several operational decrees on a Yerevan city level were approved to establish rules, terms, and commissions.
Outstanding Innovations
The Voting procedure on the online platform of the Yerevan city PB practice “Active Citizen”:
- To confirm one’s ability to vote, the platform automatically checks citizen’s ID in the electoral database and gives permission to vote (the citizens have the right to vote in the Yerevan PB and also in the Yerevan city mayor elections);
- The blockchain technology was implemented on the platform in order to ensure a transparent voting procedure;
- The PB online platform will be used by the Yerevan city to provide official surveys and referendums.
Initial Reference for the Adoption of PB in the Country
The idea of engaging citizens in the allocation of the budget was a part of the electoral agenda of a new city mayor, Hayk Marutyan.

There are no examples yet, as PB in Yerevan city is a new process in Armenia.

Main Trends of PB in the Country During the Pandemic
The pandemic has caused a decrease of the city budget incomes. Therefore, it was decided to postpone the 2020- 2021 PB cycle.
Additional Information
The Yerevan city PB practice “Active citizen” is mainly an online organized process that consists of 5 stages: i) awareness campaign, ii) ideas collection stage, iii) technical analysis stage, iv) voting, and v) project implementation.
The awareness campaign was held with the financial support of USAID Armenia. During the ideas collection stage 740 proposals were received through the online platform.
A technical commission integrated by the Mayor’s Legal Adviser, IT specialists, civil construction specialists, approved 204 proposals. The main reason for rejecting the proposal was because the limit of $62,000 per project was exceeded.
About 1% of eligible voters participated in the voting stage. The 17 most voted projects with a total budget of 1 million USD will be implemented in 2020.
