Legislação sobre Orçamentos Participativos


In the provinces where PB is operational, the Provincial Assemblies have passed edicts (provincial laws) establishing PB and these edicts have been promulgated by the Governors of the Provinces concerned. Also, in each ETD there are decisions/ orders made by the local authorities.

Outstanding Innovations


For the fiscal year 2020, the PB has been developed from the Local Plans for Inclusive and Sustainable Development (PLDID) which has been supported by the technical expertise of Specialists from the Ministry of Decentralization with the technical support of COREF, with financial support from the PROFIT-Congo Project. The PB committees of the ETDs prioritized the 2020 Projects based on the needs found in the PLDID 2019-2021.

Impacts of COVID-19 Disease on PB


  1. PB have been suspended: 0%
  2. PB continued to function normally: 42%
  3. PB have undergone changes/adaptations: 58%

Main Trends of PB in the Country During the Pandemic


During the pandemic, as we said in point 6, the PBs continued to evolve with a small group of ETD committee members and the authorities that apply it. Also, we expect to see several ETDs reduce their budget allocated to citizens’ projects as the authorities are facing another reality related to the COVID-19 pandemic.

Additional Information


The DRC is developing 2 participation mechanisms:

  1. Participatory Budgeting (PB) at the level of decentralized territorial entities;
  2. Citizen Participation (CP) at the level of the central and provincial governments.

Members of Civil Society Organizations working in the area of economic governance participate in the preparation, elaboration, budget conferences and discussions of the budget bill at the level of the parliament and make recommendations to the institutions concerned, in order to improve the budget lines allocated to pro-poor sectors, namely: education, health, agriculture, energy (electricity and water), infrastructure, etc. At the provincial level, civil society participates in budget conferences and discussions on draft budget allocations.
