Cabinet of Ministers of Ukraine approved legislation and documentation to nationwide PB in 2019 and adopted 500 mln UAH (17 mln $) on the most voted projects implementation.
In line with this, work is under way to prepare respective regulations and legislation on the regional level, which should be adopted by Oblast State Administration. In 2019 Poltava Oblast Council approved the relevant regulation. In line with this, residents submitted 19 projects. One project was selected for implementation.
The main topic of discussion on the nationwide PB is the level of implementation: whether it should be at the state level or separately for each region.
Outstanding Innovations
- Over the past years, PB has become a trend in the development of e-democracy in the country. IT-Project teams have created electronic platforms for Ukrainian municipalities that help local governments introduce Participatory Budgeting, making the process secure and transparent for both public sector and civil society. For example, SocialBoost ships the platform into 100+ municipalities, citizens submitted 5000+ projects, 500+ of which got funded. The project has up to 1m monthly participants nationwide (up to 10% of population in some cities). Platform link: http://pb.org.ua/en.
- 120+ cities, amalgamated territorial communities actively use the E-democracy platform edem.ua. 460000+ citizens are active users of the system. 1.5m+ votes were given for PB projects. Poltava and Chernihiv regions successfully implemented the nationwide PB through this platform. Platform link: https://budget.e-dem.ua/landing.
- Ukrainian cities and amalgamated territorial communities which actively work with different participation tools created the Association for participatory communities’ development. The main goals of the Association are deepening participatory tools and methods, to build trust between different stakeholders. Associations’ team actively work in the field of social inclusion and social cohesion.
- In addition to the implementation at the school level, the Poltava region implemented a school PB program at the regional level. More than 100 schools took part in the preparation and submission of projects. 34 projects were selected for implementation. In addition, the project team prepared and conducted a series of activities for students in project management, team building, etc. Platform link: https://smartregion.pl.ua/.
INITIAL REFERENCE FOR THE ADOPTION OF PB IN THE COUNTRY
Ukraine was inspired by the Poland experiences, implementing its first PB initiative in 2015.
SUBSEQUENT REFERENCE FOR PB DISSEMINATION
Ukrainian PB experts actively cooperate with Georgian municipalities for the evaluation process and the implementation of new initiatives, such as PB in Schools. Also, Ukrainian experiences were presented for Indian cities in the international conference “Towards the human world” in February 2020.

- PB have been suspended: 33%
- PB continued to function normally: 46%
- PB have undergone changes/adaptations: 21%
Main Trends of PB in the Country During the Pandemic
- Recent researches show that the pandemic has exacerbated the challenges with communication, financial management and NGOs capacity for the promotion of PB. 34 cities and amalgamated territorial communities have suspend Participatory Budgeting. However, some of cities have begun to actively implement new participation tools, as PB in schools (Kremenchuk, Ivano-Frankivsk cities, Novovodolazka ATC).
- Part of the cities and amalgamated territorial communities have begun to actively use online tools for submitting and voting stages. The development of online communications in large cities has led to a significant increase in the number of people voting for projects. For example, in Severodonetsk city, against 8000 in 2018 in 2020 voted 12k citizens. However, the limited internet access in remote rural areas has led to a decline in civil activity.
Additional Information
International Forum of Participation practitioners for representatives from Georgia, Moldova, Poland has been held in Ukraine for the last 4 years. This event had become a space of trust, exchange of experience and development of participatory practices and support of democrats’ processes. The Forum has brought together more than 800 members. More than 150 workshops were held. The event resulted in the introduction of social innovations such as the school Participatory Budgeting, the signing of memorandum of cooperation between local authorities and civil society organizations, including international ones.

Ukrainian civil society researchers are actively interested in Participatory Budgeting. In recent years, guidelines and handbooks have been published, which relate to both the whole process and the study of the dynamics of participatory budgeting, the inclusion of social groups in the process of PB.

In addition to being one of the tools of civic education, PB is also an opportunity to build trust between different social groups. During the implementation of participatory budgets, national and international coaches used dialogue approaches, methods of resolving conflicts and non-violent communication. This has had a significant impact on the experts and local coordinators in terms of increasing social cohesion, deepening inclusion and including vulnerable groups in the Participatory Budgeting process. For example, a project aimed at integrating internally displaced persons into local development processes was implemented in the Eastern oblasts.
