In 2018 the framework for PB implementation was defined in the Law on local Self-Government and is applicable to all local government led processes.
INITIAL REFERENCE FOR THE ADOPTION OF PB IN THE COUNTRY
When Maribor carried out the first pilot PB project in Slovenia it modelled it after the Reykjavik experience. The municipalities were in many aspects similar and Maribor also used the Your priorities application which the Reykjavik municipality uses.
SUBSEQUENT REFERENCE FOR PB DISSEMINATION
The Municipality of Maribor has implemented a pilot project in one of its districts, following the lines of the model developed by Initiative for City Wide Assembly (IMZ), which was taken up by other municipalities. The most important was carried out by the Municipality of Ajdovš ina, being the first to implement the model on the whole municipal territory. Since Maribor did not follow up the pilot project with wider implementation the main reference for PB in Slovenia remains the Municipality of Ajdovšcina.

Main Trends of PB in the Country During the Pandemic
The Covid 19 pandemic did not have a significant effect on existing PB processes due to the fact that many municipalities carry out 2-year budget cycles and the deliberations are not carried out every year which spared a number of municipalities of reorganizing deliberations. There have been cases of municipalities postponing the adoption of PB processes for a year.
Additionally, Slovenia has handled the pandemic quite well and many municipalities could delay the deliberation phase for a couple of months until public meeting restrictions were eased. The deliberation aspects and workshops are typically short term and not very intensive thus, leaving the citizens to self-organized deliberation. There is currently no significant trend in switching to online participation methods.
Additional Information
The vast majority of PB processes are currently instituted at the level of the municipality, with only one process being implemented by a youth center. Typical level of financing at the municipal level is around 1% of the budget. The processes are typically on universal access with participation age set to 15 and above. Several processes are limited to youth only participation. There is currently very little state support for municipalities that decide to implement PB, however there has been some development in the NGO sector where several prominent NGO began offering organizational and technical support.
