Legislation Regarding the Regulation of Participatory Budgeting Experiences


There’s no current legislation regulating Participatory Budgeting experiences.

Outstanding Innovation


The main notes concern to the Boane process, that managed to expand the scope of action of local citizens groups (Monitoring Group elected by the community) in order to participate more in the decision on the competitions, as well as in the execution phase. Although, the participation was previously predicted in the municipalities of Maputo, Nampula and Quelimane, it wasn’t that effective as it was in the Boane case. The Boane process also successfully applied the use of local artisans into the implementation of one of the PB projects.​

Principal Tendencies Detected


From the quantitative point of view, there’s a trend regarding the decrease of P.B experiences. For example, the processes in the center and north of the country (Quelimane and Nampula) are currently inactive and the Boane and Maputo initiatives’ can be confirmed. Nevertheless, participation process in Maputo is temporarily paralyzed until the pending projects are concluded.
There is, however, an effort made by the National Association of Municipalities, looking for partnerships to disseminate the methodology and implement the participatory governance strategy, prepared in 2017.

Other Information


The Participatory Budgeting methodology, as it is currently being implemented, has been introduced by In-Loco technical assistance, financed by the World Bank. ANAMM has disseminated the same methodology through the Mozambique Participatory Budgeting Network (REMOP), mainly during the 2017s and 2018s. Since then, several municipalities have shown interest in applying the methodology.
On the other hand, those municipalities that applied P.B face important challenges related to the coordination of the Participatory Budgeting, which derives from the complexity of the process itself. Another important challenge refers to the difficulty of institutionalization of the processes at the local level, which represents a high risk when it comes to keep implementing these initiatives, especially at the end of each government mandate.
