In 2019, the idea of Participatory Budgeting was promoted in two new places: In the state of Odisha, where the “Participatory Budgeting Initiative” was implemented for the first time as part of the state government’s budget exercise (however such “initiative” consists merely in an online consultation of the state’s citizens on their priorities); and the Municipal Corporation of Thiruvananthapuram (state of Kerala) has announced its “plan” to introduce Participatory Budgeting taking as a reference the Pune model, namely an online platform where citizens can express their suggestions.
INITIAL REFERENCE FOR THE ADOPTION OF PB IN THE COUNTRY
Porto Alegre is the usual reference. Participatory Planning was implemented for the first time in Kerala in 1996, but the first Participatory Budgeting institutionalized on a city scale was in Pune in 2006.
SUBSEQUENT REFERENCE FOR PB DISSEMINATION
The Pune PB has been mentioned recently as a model to follow by the Thiruvanathapuram Municipal Corporation (Kerala) and by the state government of Odisha.
