There is no national legislation, but some municipalities adopt the Participatory Budgeting. In most of the cases, governments meet the requirements for participation under the Fiscal Responsibility Law through PB programs.

Main Trends of PB in the Country During the Pandemic
It was not possible to investigate in detail the impacts of the pandemic in all PBs, but we have observed two situations: i) suspension of the PB process; ii) consultation through online forms.
Additional Information
A survey was carried out with the websites of all the city halls of the country. In some cases, it was through phone calls. In several cities we found the PB reference as a form of consultation through the filling out an online questionnaire on priorities carried out by citizen. In many other cases, governments refer to public consultation hearings as Participatory Budgeting, which are mandatory under the Fiscal Responsibility Act. Being that said, I have considered as PBs in effect, in 2019 the cases that fulfilled satisfactorily, even the local specifications, the following criteria:
- That address the allocation of the government’s budgetary resources;
- Present deliberative and, therefore, decision-making powers;
- Take place in cycles (annual or biannual), that have local and/or regional territorial assemblies;
- Adopt control, follow-up and accountability mechanisms, such as the Brazilian PBs (with the presence of delegates and/or counsellors).
As we can see, the current numbers are very low, either because of the vertiginous fall of the PB in the country; or because of the last census, in 2016, conducted by the Brazilian Network of Participatory Budgeting, which included several cases of public consultative hearings that were called PB. It should also be noted that in 2019 it is quite possible that in some (few, if any) PB processes in other instances, such as in legislative assemblies or in thematic Participatory Budgeting, that were not identified in the study.
