Outstanding Innovations


Key changes to the guidelines of the Korean National PB:

  1. Scale up citizens’ participation in debates (problemsolving discussions):
    • Change MOEF-led item selection and discussion process to Ministry-led meetings and increase number of discussion topics from maximum of 5 to 60;
    • Expand scope and scale of publicly available information on selected topics for more informative discussion and active participation:
      • (before) provided Background and Problem of an issue selected and discussed possible solutions;
      • (after) provide Background and Problem of an issue with the government’s proposal(s) to address the issue, then open up discussion for feedback and alternative solutions.
  2. Maximize the Role of Citizens’ Committee & Switch to Year- Round Operation:
    • Boosting the role of Citizens Committee from reviewing and recommending proposals to engaging in the development processes of selected projects;
    • Provide opportunity to study proposals in advance and take “preference vote” online, hold online and offline discussions for project development with original proponents and ministry representatives.
  3. Expand Open Information & Increase Interactive Communications:
    • Reform PB website to provide more detailed and customized information, for example on project development stages and information on implementation;
    • Improve information layout for better readability and more intuitive navigation;
    • Add the possibility of objecting the results of the feasibility review to strengthen citizens’ feedback loop;
    • Implement diverse project development methods:
      • Link more closely with other government policy proposal platforms (e.g., One Gwanghwamoon and Challenge Korea);
      • Make proposal-carryover possible to the following year(s).
