At the time this Atlas was written, the country has no national law on participatory budgets. However, the legal framework provides for a set of normative that serve as support for the implementation of these processes, namely:
- The Budget Code of the Republic of Kazakhstan regulates budgetary and inter-budgetary relations, establishes the main provisions, principles and mechanisms for the functioning of the budget system, education and use of budget funds;
- The Law of the Republic of Kazakhstan “On local government and self-government in the Republic of Kazakhstan” dated January 23, 2001 No 148 regulates public relations in the field of local government and self-government;
- The Law of the Republic of Kazakhstan dated December 4, 2019 No 275-V establishes the volumes of transfers between the republican and regional budgets, the budgets of cities of republican significance, the capital for 2020 - 2022.
Outstanding Innovations
In the implementation of the instructions of the President of the Republic of Kazakhstan, a set of various approaches is being introduced, aimed at increasing the efficiency and transparency of the budget process, including the Participation Budget. In 2019, a pilot project “Participation Budget” was implemented in the cities of Nur-Sultan and Almaty.
The main approaches to the stage-by-stage implementation of “Participation Budgets” at the local level and the active involvement of the population in their development have been identified. A roadmap has been developed for the development of uniform principles and rules for the establishment, use and scaling of “Participation Budgets”, with the activation of explanatory work with the population.
Amendments have been made to the Rules for the development of projects of local budgets. They define a common procedure for all cities to form “Participation Budgets”, procedures for submitting proposals, voting and selecting “projects” by the population, as well as the minimum amount of budgetary funds for the implementation of “projects”. To automate all stages of the “Participation Budget”, a step-by-step algorithm has been prepared for the implementation of the “Participation Budget” module on the Unified Platform of State Bodies.
Today, work is underway to introduce “participation budgets” in Shymkent and cities of regional significance.

Main Trends of PB in the Country During the Pandemic
There is currently no evidence of the impact of Covid-19 disease on Participatory Budgeting. These continues to function normally. The pilot tests of the developed software product for automation of budgeting with the participation of the population continue without changes.
Additional Information
The Ministry of Finance of the Republic of Kazakhstan, following the results of participation in the events of PEMPAL and the International Budget Partnership (IBP) and the Global Initiative for Fiscal Transparency (GIF), carried out methodological development of documents and organization of a pilot project in 2019.
Nelson Dias’ book, based on 30 years of experience in implementing Participatory Budgeting in the world, “Hope for Democracy”, helped develop the methodological foundations. The publication of the first Atlas in 2019 was positive in spreading the idea of participatory budgeting in Kazakhstan.
