Outstanding Innovations
The idea of the project is participation and cooperation between politics, the administration and the residents of the local community. The PB project creates a dialogue between the local government and the residents. The cooperation increases the residents’ responsibility and ownership of their local environment and increases the local government’s understanding of the status within the districts of their towns and/or cities. The authors of the ideas, as well as the local community, are invited to participate in the designing process and implementation of the ideas that were elected to be implemented. Great emphasis is placed on conversation and information at all stages of the project.
INITIAL REFERENCE FOR THE ADOPTION OF PB IN THE COUNTRY
There was no country or institutions that served as the initial reference for the adoption of PB in Iceland. The first PB program, in Reykjavik, was an innovation which emerged from politics in Reykjavik and the society.
SUBSEQUENT REFERENCE FOR PB DISSEMINATION
In Iceland, the Reykjavik PB model served as a reference and inspiration for other towns and municipalities that also implemented a similar PB model.
Impacts of COVID-19 Disease on PB

Main Trends of PB in the Country During the Pandemic
In Iceland there have been minimal impacts of COVID-19 regarding the operation of the Participatory Budgeting. In part due to submission and decision of proposals by voting that was already taking place online. The main changes to the PB that experienced adaption is that their implementation was delayed in time.
Additional Information
There are 4 active Participatory Budgeting programs, although for some of them the voting phase does not take place yearly. Some processes take place every two years, and the budget will prolong until the next process takes place.
Two processes which were reported to be active in 2018/2019 have been discontinued due to budget issues, unrelated to COVID-19, or were inactive in 2020.
